Lietuentant General (Ret.) Thomas Todd is the owner of Noble Tech Strategies and advises companies on advancing values-based technology in support of American national security.

LTG Todd is retired from the U.S. Army; his last assignment was as Deputy Commanding General for Acquisition and Systems, Army Futures Command. In this assignment, LTG Todd was AFC’s Chief Innovation Officer and led technology integration and capabilities development in the Army’s research laboratories and centers.

A Senior Army Aviator and maintenance test pilot, LTG Todd’s 34-year career combined aviation command roles with leadership positions in operational command, acquisition, modernization, and research and development.

He previously served at the executive leadership level in numerous roles on the General Staff’s Department of The Army and Army Materiel Command; The Program Executive Officer (PEO) for Army Aviation Modernization and Programs; Deputy Commanding General of Research, Development and Engineering Command/Senior Commander of Natick Soldier Systems Center; and as The Modernization Advisor to the Director, Army Capabilities Integration Center. LTG Todd led Army and Joint programs at all echelons, delivering advanced capabilities to Soldiers, joint services, other government agencies, and over 60 foreign allied nations. For the latter 20 years, he developed and delivered, advanced capabilities to units preparing for deployment and while in combat operations globally. He has jointly served in multiple defense agencies and COCOMs.

LTG Todd is a 1989 graduate of The Citadel and is a Citadel Distinguished Alumni. He is an honor graduate of the Army’s Initial Entry Rotary Wing training and a graduate of the Kiowa and Black Hawk Maintenance Test Pilot courses. He holds Masters of Science degrees in Contract Management and Strategic Studies from the Florida Institute of Technology and the U.S. Air War College, respectively. He is type rated in the UH-1 Iroquois, OH-58 A/C Kiowa, UH-60 A/L/M Black Hawk and CH-47 D/F Chinook helicopters.
